90.4 Enforcement

The wording "by special permission" was added to the second paragraph so that it reads:

By special permission, the Authority Having Jurisdiction (AHJ) can waive specific NEC requirements or permit alternate methods where it is assured that safety objectives can be achieved.

Author’s Comment: Special Permission is defined as, the written consent of the authority having jurisdiction. See the new definition for Authority Having Jurisdiction in Article 100.

Intent: This change ensures accountability and a paper trail when the AHJ allows alternate methods of installation that may be contrary to the NEC, by requiring written consent whenever a Code rule is waived or an alternate method is permitted.
