  Licensing Requirements: Electrical Administrator

Requirements:
•practical experience as a journeyman lineman in outside linework for at least 4of the 6 years immediately before the date of application;

•a registration in the state as a professional electrical engineer plus management experience or
•experience as a journeyman lineman in outside linework for three of the six years immediately before the date of application and
-    1 year as a certified electrical inspector for a state or municipality;

Electrical Journeyman
Electricians are regulated by the Department of Labor, Labor Standards and Safety, Mechanical Inspection Section.
Requirements:    
•8000 hours work experience subject to the NEC
•A minimum of 6000 hours must be commercial/industrial. A maximum of 2000 hours may be residential. A maximum of 1000 hours of trade-related classroom training and/or 1000 hours of power lineman experience may be part of the 8000 hours requirement. No maintenance hours apply.
Exam Given By:    Call the Mechanical Inspection office in Anchorage, Fairbanks, or Juneau to schedule an appointment. Note: Contact the Anchorage office for information on testing in other selected Alaska communities

Renewal:    2 years on the date of issue.
Continuing Ed: 16 hours of which at least 8 hours must cover NEC and no more than 8 hours may be industry related.
License Reciprocity:    Arkansas, Colorado, Minnesota, Montana, Oklahoma, Nebraska, New Hampshire, New Mexico, North Dakota, South Dakota, Utah, and Wyoming. The state of Washington no longer reciprocates with Alaska.

Electrical Journeyman Residential Certificate of Fitness
•Minimum of 4000 hours of work in the trade.
•Up to 500 hours of trade-related classroom training can be substituted for 500 hours of the 4000 hours requirement. This license allows the holder to act as a journeyman on residential sites only. The holder will be a trainee on commercial sites. No maintenance hours apply.

Lineman Journeyman Certificate of Fitness
•Minimum of 8000 hours work experience subject to the National Electrical Safety Code.
•Up to 1000 trade-related classroom hours and/or up to 1000 hours of experience as an electrician may be substituted to meet the work experience requirement

 
  Continuing Education Requirements: Journeyman - 16 hours every 2 years, at least 8 based on current codes; no more than 8 hours may be industry related.
Administrators - 8 hours per category type based on current NEC every 2 years,

Residential Master

Apprentice
•registration fee valid for one year.
•applicant is enrolled in and attending a school or training course for electrical apprentices certified by the U.S. Department of Labor, Bureau of Apprenticeship and Training (BAT).
 
  Continuing Education Requirements: All ME and JE must complete 8 hours of CEU specifically relating to the NEC every code cycle. The NEC cycle begins on January 1 of each year of NEC publication. License holder is required to have completed the 2008 Code Update before he/she can use the 2011 Code Update for credit.  
  NEC Adoption Date: The state of Arkansas adopted the 2008 NEC 6/1/2008 with no amendments.

•Anyone performing construction work in California that totals $500 dollars or more in labor and materials must be licensed by CSLB.
•Board approval before sitting for an exam; 4 years experience to qualify to take the exam. Experience must be at the journeyman, foreman or supervisor, contractor, or as an owner-builder.
•working capital of at least $2,500. In addition, all applicants must also file a bond with the Registrar in the amount of $10,000

Continuing Ed:    The Continuing Competency (CC) Program is in the implementation process at this time. Licensees do not need to accrue any education or training hours (Professional Development Units) to renew in 2011. Apprentice Electricians
Any apprentice registering on or after January 1, 2011 must meet existing criteria and accrue an additional 288 hours of training prior to taking the exam. The 288 hours of training must be in: safety; National Electrical Code and applications.

Exceptions - a person licensed less than one year does not need to complete CE at the first renewal; a person licensed one year but less than two years must submit 5 CE hours at the first renewal. Beginning with the licensee’s second renewal, 5 of the 10 CE hours required for renewal must be related to the National Electrical Code. Extra Continuing Education hours do not carry over to the next licensing period. Licensees will only get CE credit for their first attendance of CE courses during each licensing period. Licensees may retake a CE course in the same licensing period but will not receive additional CE credit.

•Maine, Michigan, Wyoming: licensure standards are substantially similar and you do not need to submit any proof of experience.
•Arkansas, Colorado, D.C., Florida, Georgia, Maryland, Nevada, New Hampshire, New Jersey, North Carolina, Texas, Virginia, West Virginia: licensure standards are not substantially similar and you must submit proof of experience for a minimum of five years after licensure:

Master Electrician Specialist
Supervising the performance of work in special contracting or electrical fixture contracting, experience and qualifications limited to those special fields may be considered by the examining board.

Maintenance and Repair Electrician
An individual who has been licensed in the District as a steam and operating engineer for a period of four (4) years and who performs work within the purview of the D.C. Electrical Code is eligible to take an examination for a special license in electrical maintenance and repair work.

Apprentice electrician
At least sixteen (16) years of age who assists in the performance of manual work under the direction of a master electrician, electrician, or master electrician specialist.

•At least one (1) full-time employee who holds a valid master electrician license issued by the Electrical Bureau. Licensed electrical contractors who are current and active prior to July 1, 2008, shall not be required to have a master electrician as the supervising electrician until a new supervising electrician is designated. A master electrician license will be required for a new supervising electrician designated after July 1, 2008.
•The master electrician shall be designated the supervising electrician and shall be available during working hours to carry out the duties of supervising electrical installations.

Journeyman Electrician

•4 years (a minimum of 8,000 hrs) of work experience as an apprentice electrician making electrical installations under the constant supervision of a qualified journeyman electrician and four (4) years (a minimum of 576 hrs) of approved electrical apprenticeship class room instruction.
•An applicant with out-of-state experience, who has not completed the education requirement, may alternatively submit twice the amount of experience (eight years defined as 16,000 hrs). The work experience shall include three (3) categories, residential, commercial, and industrial.
•Experience shall not exceed seventy-five percent (75%) of the work time in any one category. If the applicant does not meet the 16,000 hour requirement, he or she may register as an apprentice electrician, and may be approved for placement testing for the required classroom instruction based on their out-of-state work experience.
•A person holding an active Idaho journeyman electrician license may make installations of electrical wiring and equipment as an employee of an active licensed Idaho electrical contractor.

•Be a graduate of an accredited regional vocational high school two-year electrical program, have worked 8,000 hours in the field of electrical installations under the supervision of a master electrician or the equivalent and have completed a course of not less than 45 hours in the current National Electrical Code;
•Be a graduate of an accredited Maine community college electrical program, have worked 4,000 hours in the field of electrical installations under the supervision of a master electrician or the equivalent and have completed a course of not less than 45 hours in the current National Electrical Code. If you qualify under this paragraph, you may take the journeyman’s exam upon graduation if application is made within one year of graduation; or
•Be an electrical apprentice registered with the Maine State Apprenticeship and Training Council and have completed 576 hours of related instruction, as defined in this paragraph, prescribed in their apprentice program, the 8,000-hour approved work hours and a course of not less than 45 hours in the current National Electrical Code. If you qualify under this paragraph, you may take the journeyman’s exam after completion of 576 hours of instruction, if application is made within one year of the completion of the instruction.

License Reciprocity:    
•Current master electrician's license in the states of either Delaware or Virginia. Currently there is not reciprocity with licensees from other states.

Other License Classifications:
The State Board of Master Electricians issues only one license, Master Electrician. In Maryland the actual performance license to perform electrical work is issued by each of the local jurisdictions. Many of the local jurisdictions do issue additional categories of electrical licenses. All of these licenses are LESSER than a Master Electrician. For example some jurisdictions may issue a "general electrician", "limited electrician", or "low voltage" license as examples. If an individual were interested in obtaining a lesser license than a master electrician’s license, then it would be necessary to contact the local jurisdiction where you would anticipate working and determine if they offer a lesser license and the qualifications. Not all jurisdictions offer a lesser license. In those jurisdictions that do not, an individual would need a master electrician’s license to perform any electrical work.
 
  Continuing Education Requirements: Maryland does not have state CEU requirements at this time.
CEUs are a requirement in the following counties:

Caroline County: 10 hours required every 2 years
Cecil County: 5 hours required every year
Harford County: 10 hours required every 2 years
Prince George County: 10 hours required every 2 years

Apprentice Electrician:
•An apprentice electrician shall do no electrical wiring except under the direct personal on-the-job supervision and control and in the immediate presence of a licensee under the State Electrical Act.
•Such supervision shall include both on-the-job training and related classroom training as approved by the board. The licensee may employ or supervise apprentice electricians at a ratio not to exceed three apprentice electricians to one licensee, except that such ratio and the other requirements of this section shall not be applicable to a teacher-student relationship within a classroom of community college.
•Direct personal on-the-job supervision and control and in the immediate presence of a licensee shall mean the licensee and the apprentice electrician shall be working at the same project location but shall not require that the licensee and apprentice electrician must be within sight of one another at all times.
•An apprentice electrician shall not install, alter, or repair electrical equipment except as provided in this section, and the licensee employing or supervising an apprentice electrician shall not authorize or permit such actions by the apprentice electrician

There are 10 different classifications of electrical contracting licenses. Each license has a specific scope and limitation of work allowed.
License Classifications
Unlimited Classification:
• 7 years of experience, of which at least five years shall be primary experience. The balance of experience may be primary, secondary or both.
Limited Classification:
•4 years of experience, of which at least two years shall be primary experience. The balance of experience may be primary, secondary or both.

A master or class B electrician may exercise that person’s privileges as a licensed master or class B for no more than one shop or business, and shall comply with provisions as required for contracting with the secretary of state’s office as stated in North Dakota Century Code chapter 43-07.

Journeyman License
Requirements:    
• Four years experience (8000 hours total, maximum 2000 hours per year) registered as an apprentice electrician (of which up to eighteen months may apply under the qualifications of a class B electrician) under the supervision of a contracting master licensed electrician in an area where electrical construction work is done in the jurisdiction regulating similar rules of the state of North Dakota
• One year’s credit will be granted for a graduate of a two-year electrical school approved by the state electrical board. The person must have the necessary qualifications, training, and technical knowledge to wire, install and repair electrical apparatus and equipment in accordance with the standard rules and regulations of the National Electrical Code.

Apprentice Registration
There are two categories of apprentice electricians and here are the qualifications required for each to apply for examination:
• Apprentice electricians under the joint apprenticeship training committee training program approved by the department of labor.
• Electrician trainees who may not be eligible for the joint apprenticeship training committee program and other persons desiring to accumulate a sufficient time and capability in the electrical trade to qualify them to apply for permission to take the examination for journeyman electrician's license.
Registration is required within 6 months of employment. Any person may work as an apprentice under a licensed master or class B electrician, but the master or class B electrician may not allow an apprentice to work on any installation without direct constant supervision by a North Dakota licensed electrician working with the apprentice at the worksite. Licensed electricians may supervise not more than three apprentices. $10 Registration fee. Apprentice Application.

Class B electrician
- means a person having the necessary qualifications, training, and technical knowledge to wire, install, and repair electrical apparatus and equipment in accordance
with the standard rules and regulations governing such work, and shall have eighteen months' experience in farmstead or residential wiring, and shall have passed an examination before the state electrical board based upon the national electrical code as it applies to farmstead or residential wiring.
• Eighteen months’ experience in farmstead or residential wiring under the supervision of a master or class B electrician. Commercial wiring experience will not be credited for experience towards a class B license. Six months’ credit will be granted for a graduate of a two-year electrical school approved by the state electrical board.
 
  Continuing Education Requirements: 8 hours of Board approved courses per renewal cycle. A minimum of of fifty percent of the hours must be based on the 2011 edition of the NEC. The remaining credits must be subjects related to the electrical industry. Reciprocal continuing education agreement applies in the states of South Dakota, Nebraska, Wyoming, Montana, Idaho, Alaska, Washington, Oregon and Utah.

  Licensing Requirements: The Commonwealth of Pennsylvania currently has no licensure or certification Requirements for most construction contractors (or their employees).
The only persons who may legally engage in any aspect of Uniform Code Construction (UCC) enforcement are those who hold UCC certification in each category of work that they perform. UCC Certifications are valid three years from the date of issuance.  
  Continuing Education Requirements: There are no continuing education requirements for construction contractors. Residential Electrical Inspectors applying for UCC re-certification must complete15 hours of continuing education. Commercial Electrical Inspectors applying for UCC re-certification must complete 15 hours of continuing education. Mike Holt is an approved provider of continuing education courses for UCC re-certification.

If your certification card lists more than one category, you need 15 hours for each category listed (maximum number of 45 credit hours required for any applicant holding multiple certifications). Certificate A
• Any person, firm or corporation, qualified under this chapter, engaging in, or about to engage in, the business of installing electrical wires, conduits, apparatus, fixtures, fire alarm and safety communication systems and other electrical appliances, excluding low voltage wiring for heating, ventilating and air conditioning equipment. The certificate shall specify the name of the person, firm, or corporation applying and the name of the person, who in the case of a firm is one of its members, and in the case of a corporation, one of its officers, passing the examination, by which he or she or it is authorized to enter upon or engage in business as prescribed in the certificate. The holding of a Certificate A does not entitle the holder individually to engage in or perform the actual work of installing electric wires, conduits, and appliances as previously described in this chapter, but entitles him or her to conduct business as an electrical contractor.

Requirements:    
• This state license is required for electrical work where the total cost is $25,000 or more.
• The "CE" electrical classification is accepted statewide, and additional exams are not required in each county or municipality. However, you must adhere to their local permit and licensing rules within their jurisdiction and pay local fees. Contractors with a CE are exempt from the Limited Licensed Electrician (LLE) license, but still required to obtain local license, permits and inspections.
• Must pass the "Business and Law" examination and any applicable “Trade” examination
• A "Review" is required for limits of $1,500,000 or less; an “Audit” is required for limits exceeding $1,500,000;

Limited Licensed Electrician (LLE)
Requirements:    
• This state license is only required for electricians where the total cost is LESS THAN $25,000 and they are working in a municipality where there is not a local license agency for inspections; the Division of Fire Protection performs these inspections.
• If they have a contractor’s license with a CE classification, they are exempt from the LLE; but not exempt from local license or inspections.
To make sure of the type of license needed for projects less than $25,000, you must check with the local government, where you plan to work, for their local licensing, permit and inspection requirements. Some may require you to take their electrical exam, unless you have a CE contractor's license. The LLE is not accepted where the local jurisdiction has their own licensing and inspections already in place.

  Licensing Requirements: Electrical Contractor (ELE)
Requirements:    
- Individuals whose contracts include the construction, repair, maintenance, alteration, or removal of electrical systems under the National Electrical Code. This classification provides for all work covered by the National Electrical Code including electrical work covered by the alarm/security systems contracting (ALS), electronic/communication service contracting (ESC) and 3 fire alarm systems contracting (FAS) specialties. A firm holding an electrical license is responsible for meeting all applicable tradesman licensing standards.
Class A contractors perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is $120,000 or more, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12 month period is $750,000 or more.
Class B contractors perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is $7,500 or more, but less than $120,000 or (ii) the total value of all such construction, removal, repair or improvements undertaken by such person within any 12 month period is $150,000 or more, but less than $750,000.

Class C contractors perform or manage construction, removal, repair, or improvements when (i) the total value referred to in a single contract or project is over $1,000 but less than $7,500, or (ii) the total value of all such construction, removal, repair, or improvements undertaken by such person within any 12 month period is less than $150,000. The Board shall require a master tradesmen license as a condition of licensure for electrical, plumbing and heating, ventilation and air conditioning contractors.

You must also designate a master electrician or electrical administrator to ensure that your work complies with the appropriate laws and rules.

Trainee
To learn to be an electrician, you need to begin as a trainee. An electrical trainee must have a trainee certificate and work under the supervision of a certified electrician. Renew every 2 years. Electrical trainees must complete at least 16 hours of approved basic classroom instruction (no internet or correspondence) to renew (8 hours each year). The courses approved for electrician, electrical administrator and master electrician renewal requirements cannot not be credited to an electrical trainee certificate renewal.
 
  Continuing Education Requirements: EA,JE, ME required to take 24 hours of continuing education course work in the three (3) years between your certification renewals: 8 hours must be on the NEC. 4 Hours must be in the Revised Code of Washington (RCW) and related Washington Administrative Code (WAC). Revised Code of Washington (RCW) 19.28 and its related Washington Administrative Codes (WAC).. Trainees require 16 hours of basic classroom. Courses approved for EA, JE, ME continuing education are NOT approved for trainees.  
  NEC Adoption Date: 2008 effective 12/31/2008 with state amendments.
Scheduled development of 2011NEC suspended until at least January 1, 2012. The indication is that Washington will skip the 2011 Edition entirely, and will move directly to the 2014 NEC. This will leave the state on the 2008 Edition for at least another 3 years.

Single Family Dwelling
Able to install, maintain or repair electrical wiring or devices in or on a single family residential dwelling. Exam qualifications: Two years / 4,000 hours hands on work experience in residential wiring. One year may be obtained through educational program.

Low Voltage – Fire & Burglar Alarm
Able to install, maintain or repair only low voltage wiring (80 volts or less). Exam qualifications: Two years / 4,000 hours hands on work experience in low voltage wiring. One year may be obtained through educational program.

Wisconsin has a statewide certification of electricians in various classes, contractor, contractor-restricted, master, journeyman, and beginning, recognizing their knowledge and abilities. Whether an electrician credential is required and what category of credential is needed is determined by individual municipalities.

The work that can be done by people holding the various electrical credentials in Wisconsin - electrical contractor, contractor-restricted, master, journeyman, and beginning - is defined on a local level. There are state code qualifications for obtaining the different electrical credentials, but other than requiring an electrical contractor to be or employee a master electrician, the duties of the different electricians are not defined.

The contractor-restricted category is limited to
•    People who held a municipal electrical license before the state certification system went into place. If the municipality after that time chose to ask for state certification, the person could obtain a state electrical contractor-restricted to satisfy the municipality's requirements
•    The restricted certification is valid only in the municipality in which the contractor previously held the local license.
•    The owner of the contracting business, a partner in the contracting business applying on behalf of the partnership, or the chairman of the board or chief executive officer applying on behalf of the contracting corporation.
•    A certified master electrician or employ one or more certified master electricians.
•    Shall hold or have held a license or certification to do electrical construction work issued by one or more municipalities as of the date the municipality required state certification under s. 101.87(3), Stats.

There is no CEU Requirement for Electrical Contractors or Restricted Electrical Contractors. During the initial term of the license there is not a CE Requirement.

Master
Requirements:

• Electrical work experience is to consist of electrical installation in residential, commercial, and industrial categories.
• No more than 75% of the 8 years (16,000 hours) may be in any one category. Up to 2 years (4,000 hours) credit may be given for study of electrically related courses taken through an accredited school.
• For electrical experience gained in the military to be considered, you must include a copy of your DD-214 form with this application.
• A copy of a current electrical license from another state licensing board, which has work history requirements equal to or more stringent than the 8 year (16,000 hour) requirement of the State of Wyoming, may be acceptable as proof of work history.
• If you hold a license in another state, and would like to verify if it is acceptable for proof of work history, please call our office.

Any master electrician performing electrical work in the State of Wyoming shall be employed at all times by an electrical contractor who carries a current Wyoming electrical contractor’s license.

Apprentice Electrician
Application form:
• An electrical contractor may employ apprentice electricians to assist a licensed journeyman or master electrician.
• Apprentice electricians working for an electrical contractor in the State of Wyoming must be registered with the Department of Fire Prevention and Electrical Safety within 10 days of hire, or beginning work in Wyoming.
• Apprentice Electricians shall be enrolled in a bona fide program of training approved by the Bureau of Apprenticeship and Training. Required training is 144 hours per year. Registration of apprentices shall be updated yearly on or before September 1 with documentation of the number of hours of work experience and classroom experience obtained since the previous September 1. A $20.00 apprentice registration fee will be charged for the initial registration and yearly renewals
• An electrical contractor shall not employ more than two apprentices for each licensed journeyman or master electrician on the job site (effective July 1, 1995).

Limited/low voltage technician:
• 2 years (4,000 hours) of training which must have been obtained through work relating to the category of low voltage or limited technician license being applied for.
• For electrical experience gained in the military to be considered, you must include a copy of your DD-214 form with this application.

Low Voltage Technician
• 2 years (4,000 hours) experience in the portion of the electrical wiring industry covered by his/her low voltage license and technical knowledge to install and supervise the installation of electrical equipment associated with the type of low voltage electrical license held in accordance with the National Electrical Code and city, county and state ordinances and regulations.
Low voltage technician licenses are available in the following categories:
LV-G Low voltage work for all categories under 90 volts listed below
LV-A Low voltage work for alarm systems under 90 volts
LV-C Low voltage work for communication systems under 90 volts
LV-S Low voltage work for sound systems under 90 volts
LV-T Low voltage work for television and satellite systems under 90 volts

LIMITED TECHNICIAN
• 2 years (4,000 hours) experience in the portion of the electrical wiring industry covered by his limited license and technical knowledge to install and supervise the installation of electrical equipment associated with the type of limited electrical license held in accordance with the National Electrical Code and city, county and state ordinances and regulations.
Limited technician licenses are available in the following categories:
LM-E Electrical work for elevator systems limited to electrical work on the load side of the equipment disconnect
LM-S Electrical work for electric signs limited to electrical work on the load side of the equipment disconnect
LM-W Electrical work for water well and irrigation systems limited to electrical work on the load side of the equipment disconnect
LM-L Limited electrical work for maintaining light fixtures
LM-H Limited electrical work for heating, ventilating and air conditioning systems limited to electrical work on the load side of the equipment disconnect
Any technician electrician performing electrical work in the State of Wyoming shall be employed at all times by a limited/low voltage electrical contractor who carries a current Wyoming limited/ low voltage electrical contractor’s license.
 
  Continuing Education Requirements: 16 hours of training every 3 years. At least 8 hours of the training must be on the NEC.

Certificate of Completion must be sent only by the student and only at renewal time. All license renewals including those with proof of continuing education, will not be accepted prior to the correct renewal period and not without being accompanied by the correct renewal fee.
