The wording "by special permission" was added to the second paragraph so that it reads:
By special permission, the Authority Having Jurisdiction (AHJ) can waive specific NEC requirements or permit alternate methods where it is assured that safety objectives can be achieved.
Special Permission is defined as, the written consent of the authority having jurisdiction. See the new definition for Authority Having Jurisdiction in Article 100.
Intent: This change ensures accountability and a paper trail when the AHJ allows alternate methods of installation that may be contrary to the NEC, by requiring written consent whenever a Code rule is waived or an alternate method is permitted.
